Our team is made up of small, flexible companies that are aggressively focused on meeting customer needs quickly, with outstanding quality, at a reasonable price. Most of our team employees possess security clearances, in most case at the TS/SCI and SECRET level. Our firms possess the ability to store and process classified material in support of Government customers.
Our companies have widely divergent capabilities and customer basis. For example, IOMAXIS provides some of its customers with communication technologies that enable them to communicate throughout the world and with functionality that has not been available to them from competitors. These capabilities have been extensively vetted by the user community and approved for use where other systems did not meet the Government’s technical requirements or cost restrictions. X-eeto is a sought-after partner by the US Army Corps of Engineers, the General Services Administration, and the US Army Communications-Electronics Command in information technology, communications and facility transitions. Celestech brings industry-leading capabilities in high-performance parallel processing platforms, hyperspectral and seismic processing, and ultra precise time synchronization and time tagging. In varying degrees, we provide current Customer support in the majority of the 22 functional areas contained in the SeaPort-e statement of work. Together, or as a team, we are prepared to provide our support to SeaPort-e customers with the advanced technology skills inherent in our firms and their employees.
Team Members and Expertise
IOMAXIS
IOMAXIS is a privately-owned service-disabled, veteran-owned small business. Its corporate office is located in Springfield, VA, with satellite offices in Charlotte, NC; Norfolk, VA; Rome, NY; and San Jose, CA. In business since 2004, IOMAXIS’ is primarily focused on supporting the US DoD and Intelligence Community. Its increasing customer base and project growth based upon increasing customer requirements and satisfaction have resulted in a consistently strong growth curve. The majority of IOMAXIS employees have specialized engineering degrees and experience, and almost all possess TS/SCI security clearances. IOMAXIS’ expertise results from extensive real-world operational support, both within the United States and overseas, in performance of technical and engineering services for its customers.

X-eeto
X-eeto, Inc., is a small, veteran-owned and SBA-certified 8(a) company, with nearly ten years of experience leading, advising, and participating in federal and military organizational operational efforts. X-eeto is also a ISO 901:2000 registered firm. As a company, and as individual professionals, X-eeto’s staff is specialized in assisting and advising Government Program Managers as they weave their way through the complex web of requirements definition and justification, facility design planning, engineering layouts, infrastructure sizing, scoping, and integration, budgeting, scheduling, bidding, contracting and then oversight and process control of the actual execution of the project leading to the final testing, occupancy permitting, commissioning, and the smooth physical movement of personnel, equipment, and support structures from departed facilities to new locations. X-eeto’s experience includes work in very difficult, demanding, and stark environments both in and outside the Continental United States. Some of X-eeto’s relocation efforts required dual or interim “jump space” planning and execution, while others were turn-key, single-hop moves. Most of their relocation and movement projects were conducted by clients under the general purview of the Army Corps of Engineers, but some of their most notable efforts were chaired and led by the General Services Administration.

Customer Satisfaction/Quality Assurance
1. Customer Satisfaction POC
Customer satisfaction is key to IOMAXIS’s team performance on the SeaPort-e delivery orders. Regardless of how many teammates participate on a specific Delivery Order, each order will have a IOMAXIS DO Team lead who will be responsible to the customer for the team’s performance. This staff member will be identified clearly to the customer at any initial support meetings conducted with customers.
The IOMAXIS’ team’s primary point of contact for customer satisfaction is Gregory Furst. He is available at (703) 455-2555 and by email at seaport-e@iomaxis.com. Mr. Furst is positioned to resolve any and all customer satisfaction concerns on any SeaPort-e Delivery Order awarded to the IOMAXIS team. As a senior member of IOMAXIS corporate staff, he is supported by IOMAXIS’s quality assurance staff, who conducts the operations contained in out Quality Assurance Program, described below.
Where possible, Mr. Furst will attend initial IOMAXIS Team/Government delivery order kick off meetings, in person or by video- or tele-conference. IOMAXIS requires our teammates to appoint a key corporate manager from the Delivery Order Task Lead’s company to oversee the team support. This corporate manager will report directly to Mr. Furst, providing the status of tasks support at least monthly and more frequently during periods critical to the success of the delivery order. The corporate manager or an IOMAXIS senior manager will participate in in-progress reviews of projects that are conducted with the Government. This quality control support will be provided at no cost to the Government, except on the occasion where these corporate leaders are part of the technical team responding to Government requirements.
As IOMAXIS is awarded DOs, in this space we will list Government POCs (along with contact information) who can validate our performance in this space.
2. Quality Assurance Program
All Seaport Enhanced Delivery orders will have a QA Plan (DO QA Plan). IOMAXIS' DO QA Plans translate corporate approved QA policies and procedures into specific guidance and procedures to enable program personnel to deliver quality services and products in a consistent manner. DO QA Plans serve as a reference point for QA audits and reviews. The DO QA Plans will specify, at a minimum:
- A clear, understandable description of the task(s)
- Guidance for periodic task QA reviews
- DO technical and QA requirements [MIL Standards/Commercial Standards, etc.]
- Project responsibilities and reporting chains
- Schedules and milestones
- Clearly defined DO deliverables and/or performance metrics, including customer-approved acceptance criteria
- Unique project requirements [special tools, software, methodologies, procedures, etc.] specified in the DO and/or DO proposal
The DO QU Plan acts as a guide for project implementation by describing what needs to happen, who needs to do it, when it needs to occur, and the performance metrics by which success will be judged. This builds upon best business practice approaches to engineer quality into the process, rather than just check for defects. The plan includes the identification of the best practices to be used and establishes a baseline for measuring project performance and monitoring quality.
DO Leaders and company Program Managers will conduct monthly formal reviews of the project status; where appropriate, IOMAXIS leadership may participate in these reviews. Risks identified during the status reporting will be recorded in the project plan notes for action and resolution. Any significant risk remains as an agenda item for future meetings until it is closed. If the risk resolution is dependent on a Seaport Enhanced customer decision, task, or solution, this will be documented as an issue in the Issues/Task List. The issues will be documented and tracked to resolution. The DO Leader and Teammate Program Manager will have overall responsibility for quality for a Seaport Enhanced customer and conducts reviews of project tracking and oversight activities. We also intend to utilize the 9001 certification of our teammate X-eeto where it will provide additional quality assurance capabilities into the management of our DOs.
The IOMAXIS QA Manager will ensure that contract deliverables undergo informal reviews for completeness and formal reviews for correctness prior to delivery. For technical deliverables, at least one non-author/designer/developer that is a Subject Matter Expert in the particular specialty area will review the deliverables. The Teammate Program Manager will review the work product documentation and review results as a final check, approve the deliverable, and submit it to the customer.
Implemented as envisioned, and based upon our past experience, projects that have good customer interface and good quality control plans that are implemented and monitored, are also projects that do not have problems. However, IOMAXIS’ leadership team desires to ensure that any problems are quickly identified and resolved. As part of kick-off meeting with DO customers, we will ensure that Government leaders have ready access to corporate management and contract team leaders to ensure they know they have a responsible person to turn to should efforts with the Task Lead not resolve project problems with the desired responsiveness. Additionally, any individual performing work on a DO who discovers a deficiency will be expected to take appropriate and proper action, effectively communicate, and exercise personal initiative in accordance with policies, plans, and procedures for all non-conformance.

Celestech, working with the Naval Research Laboratory, implemented an advanced non-linear hyperspectral image (HSI) processing algorithms optimized for Graphics Processing Units (GPU). These algorithms demonstrated performance improvements of nearly 2 orders of magnitude over optimal CPU-based implementations. This research covers the architecture of the NIVIDIA GPU and provides a basis for addressing GPU optimization challenges and strategies. |

Celestech is supporting the development of the Navy MUOS system user equipment. This work has involved designing and implementing lower layer protocols for data and voice processing in the mobile unit. The Mobile User Objective System (MUOS) is the Navy Ultra High Frequency (UHF) Satellite Communication (SATCOM) system. MUOS is scheduled to replace the UHF Follow-on (UFO) satellite communication system, providing new capabilities that will enhance mobility, access, capacity, and quality of beyond lines-of-sight communication services for the Navy and other Department of Defense users. Celestech is supporting the development of the Navy MUOS system user equipment.
